can u give me a mod that it can calculate discount by total order,

for example if :

Total is Rp.500.000 give discount 1%
Total is Rp.1000.000 give discount 2%
Total is Rp.1500.000 give discount 1.5%
Total is Rp.2000.000 give discount 2%
and next condition like this.

I have finished my mod,bud i still confused about this part :

1. How to add new menu and page on admin page so that i can make a new menu and page to set a range discount total dynamiclly,for example

if in admin page i set for first field is
start range : Rp. 500.000
finish range : Rp. 1000.000
Discount : 1%

and the second field i set
start range : Rp. 1000.000
finish range : Rp. 1500.000
Discount : 1.5%

and the others so that this application is correct

can u give me example to make a menu and page for my case ?
